Caledon residents will have a new location for provincial offences court and related administrative services as construction begins on a courthouse southeast of Town Hall, off Innis Lake Road. The approximately $30-million project is expected to be completed in winter 2028.
The Town of Caledon announced the groundbreaking in an October 7, 2026, news release. The dedicated Provincial Offences Act (POA) courthouse will form part of the Town Hall campus and is intended to improve access to local judicial and administrative services.
The planned one-storey building will cover approximately 2,295 square metres. It will contain courtroom spaces, judicial offices, court administration functions and a designated prosecution area, along with services for the Administrative Monetary Penalty System, known as AMPS.
According to the town, the building’s design focuses on accessibility, efficient operations and equitable access to services. The courthouse is also intended to support Caledon’s long-term growth and strengthen the existing civic campus.
Pedestrian connections and electric building systems
The site plan includes new pedestrian connections between the courthouse entrance, existing parking areas and the multi-use trail network. Those links are intended to make it easier to move through the Town Hall campus and reach the new facility.
The courthouse will use fully electric building systems and feature rooftop solar panels, electric vehicle charging stations and a high-performance building envelope. The town says these features will help lower energy consumption and support its net-zero goals.
Mayor Annette Groves described the project in the town’s release as an investment in accessible public services and justice infrastructure. She said the courthouse would support residents, businesses and the needs of a growing community.
Chief Administrative Officer Nathan Hyde said the facility would combine energy-efficient design with accessibility and improved service delivery. He linked the investment to access to local justice services and long-term value for residents.
Pomerleau is partnering with the town on the project. In the release, the company’s regional vice-president, Sean Smithson, said its team would deliver an energy-efficient facility designed to support the community’s changing public-service needs.
Building for a growing community
The town places the courthouse investment within its preparations for substantial population and employment growth. Caledon currently has close to 80,000 residents and 4,000 businesses, according to the release.
Caledon says it is preparing for a population of 300,000 residents and 125,000 jobs by 2051. Its current strategic priorities include environmental leadership, community livability, transportation and mobility, and service excellence and accountability.
Construction is now underway. Winter 2028 remains the anticipated completion date for the courthouse.
