Application seeks density increase from 30 to 54 units per hectare

A developer is proposing a 21-unit townhouse condominium development on five properties along Liverpool Road in Pickering's Ward 2.

According to a City of Pickering notice, Plaza 6 Inc. filed applications covering the lands at 666, 668, 672, 678 and 682 Liverpool Road.

The proposal calls for four townhouse blocks. Two would front directly onto Liverpool Road, while the other two would face an internal private road. Each unit would come with two parking spaces, plus six visitor spaces for the site.

The project is not approved. The City is mandated to accept and process every development application it receives, and staff will review the proposal and evaluate its merits and suitability, including public input gathered through public meetings and written correspondence.

Official plan and zoning changes required

The applications include an Official Plan Amendment, OPA 26-001P, a draft plan of subdivision (SP-2026-01), a draft plan of condominium (CP-2026-01) and a zoning by-law amendment, A 01/26.

The official plan amendment would redesignate the lands from Urban Residential Areas – Low Density Areas to Urban Residential Areas – Medium Density Areas. The current low-density designation caps development at 30 dwelling units per net hectare, while the applicant is proposing 54 dwelling units per net hectare.

The zoning by-law amendment would rezone the lands to permit townhouse dwellings and establish site-specific zoning standards to enable the proposed development.

Public input invited

A public open house meeting was held on April 14, 2026, from 6:30 to 8:30 p.m. in the Community Room at the East Shore Community Centre.
