Durham Regional Police are warning Ajax residents and others across the region that a high-risk offender with a history of violent and sexual convictions will be released into the community on Oct. 11, 2026.
Keith Theodore Constantin, 48, poses a significant risk to the community, especially to children, according to Durham Regional Police Service.
Police say Constantin's criminal record includes convictions for sexual assault, sexual assault with a weapon, assault with a weapon, assault, robbery, possession of explosives, uttering threats and multiple violations of probation orders.
The force's Offender Management Unit will continue to monitor Constantin's whereabouts and activities, and he will be subject to electronic monitoring after his release.
Strict conditions imposed
Constantin is bound by a recognizance under section 810.2 of the Criminal Code of Canada. Under its terms, he must wear a GPS monitoring device at all times and observe a curfew from 7 p.m. to 7 a.m.
He must report to Durham Regional Police weekly, and is barred from associating or communicating with anyone under the age of 16 or taking part in any activities involving contact with people under 16.
The order also forbids him from attending daycares, swimming areas, school grounds, playgrounds or any community centre where children under 16 are present. He may not go to public places such as malls where people under 16 are present or could reasonably be expected to be present unless accompanied by someone over the age of 21.
Additional conditions include an absolute prohibition on possessing, purchasing or consuming drugs, narcotics or controlled substances except by medical prescription, and a complete ban on alcohol or alcohol-based products.
Constantin may not associate with anyone involved in criminal activity or known to have a criminal record, may not enter into a relationship with the legal guardian of children under 16, and may not use the internet or possess any device capable of accessing it. He must notify police before leaving his jurisdiction of residence, including travel itineraries and destination plans.
Why police are naming him
Police say the disclosure is permitted under Regulation 412/23 of the Community Safety and Policing Act, which allows a chief of police or a designate to release personal information about an individual if they reasonably believe that person poses a significant risk of harm to other people or property, and that disclosure would reduce that risk.
The alert applies across Durham Region, including Ajax, and comes as local families head into the Thanksgiving long weekend.
Police are asking the public to stay vigilant and remain aware of their surroundings, and to report any suspicious or dangerous behaviour directly to police.
