Halton Regional Police have arrested a 65-year-old Kitchener man they describe as a serial break-in suspect and laid a dozen criminal charges against him.

Robert Cybulski was arrested at his Kitchener residence on Sept. 22, according to Halton Regional Police Service. He has been held in custody pending a bail hearing.

How the investigation unfolded

According to the Halton Regional Police Service, a suspect broke into an unoccupied home in the Campbellville area of Milton on the evening of Sept. 4, 2026. The person used a ladder to reach a second-level patio door and ransacked the house for valuables.

Officers with the 1 District Criminal Investigations Bureau identified a male suspect and determined he was also responsible for multiple break-ins in Cambridge and Elora, police said.

Investigators identified the vehicle used in the break-ins as a 2016 black Honda Accord. Police released a photo of the accused and a stock image of the vehicle as part of their media release.

Police did not specify the individual charges in the release, but said a dozen criminal charges were laid in total.

Police believe more break-ins may be linked

Investigators believe Cybulski is responsible for additional break-ins beyond those already identified, Halton police said, and are asking the public for information.

Anyone with information is asked to contact the 1 District Criminal Investigations Bureau at 905-825-4777 ext. 2416. Tips can also be submitted anonymously to Crime Stoppers at 1-800-222-8477 (TIPS) or online at haltoncrimestoppers.ca.

None of the allegations have been tested in court. Cybulski is presumed innocent unless proven guilty.
