The City of Markham has created a senior leadership role aimed at improving how it delivers services to residents and businesses, appointing Sumon Acharjee as its first Chief Enterprise Performance and Innovation Officer.

The appointment took effect September 17, 2026, according to a City of Markham news release issued October 6. Acharjee was appointed by Mayor Frank Scarpitti and reports directly to Chief Administrative Officer Andy Taylor.

Acharjee also joins the city’s Executive Leadership Team. His responsibilities span all city commissions and include organizational performance, implementation of strategic priorities, business transformation and innovation.

The city says the position will support closer coordination, greater accountability and collaboration across the organization. Its mandate also includes continuous improvement, evidence-based decision-making and continued responsible adoption of artificial intelligence.

In the announcement, Scarpitti linked the appointment to the city’s goal of providing modern, responsive and affordable services for residents and businesses. He said the new role strengthens Markham’s commitment to adapting as circumstances change.

Taylor said the value of organizational transformation depends on measurable results for the people the city serves. He described Acharjee’s role as helping teams work together, addressing obstacles to carrying out plans and supporting staff as they complete major initiatives.

A broader mandate following digital projects

Acharjee joined Markham as Chief Information Officer in 2021. Since then, the city says he has led or supported a range of technology and service initiatives, including the Digital Markham Strategy and the Smart City Roadmap.

His work has also included the Enterprise Asset Management program, modernization of technology platforms, AI-enabled services for residents and cybersecurity improvements. The city credits him with supporting wider modernization of its digital services.

According to the announcement, his leadership contributed to more than 12 national and international awards for innovation and program excellence.

Acharjee brings more than 30 years of leadership experience in municipal government, healthcare, higher education and the private sector. The city cited his background in organizational change, transformation and team development as qualifications for the expanded executive position.
