Mississauga council voted Wednesday to give $1.5 million to Peel Housing Corporation for repairs at the Gardenview building, a social housing apartment building at 20 Ceremonial Dr. in Ward 5.

The money comes from a community benefit payment tied to a condominium project next door. In 2020, council approved four condo towers of 32 to 38 storeys by Pinnacle International at 0 and 5044 Hurontario St., just south of the Gardenview building. In December 2021, council approved a Section 37 agreement that required the developer to contribute $2.5 million toward affordable housing.

That payment went into the city's Affordable Housing Reserve Fund on June 17, 2025, according to the motion. Council has now directed $1.5 million of it to Peel Housing Corporation, which operates the Gardenview building, for capital repairs and improvements.

How the vote went

Mayor Carolyn Parrish brought the item forward as a notice of motion. Ward 5 Councillor Natalie Hart moved it and Deputy Mayor Matt Mahoney seconded it. Parrish and Hart spoke in support, and it carried 11-0.

The motion authorizes the city's planning commissioner and clerk to sign a contribution agreement with Peel Housing Corporation and sends a copy of the resolution to the Region of Peel and the housing provider for action. It does not list which repairs the money will cover.

Section 37 of Ontario's Planning Act has allowed municipalities to secure community benefits, such as money for affordable housing or local facilities, from developers in exchange for extra height or density.

Also approved

On the same agenda, council endorsed General Committee recommendations to designate two properties under the Ontario Heritage Act: 47 Dundas St. W. in Ward 7 and 500 Comanche Rd. in Ward 2. It also approved buying about 7.4 acres of vacant land in Ward 10 for a future stormwater management facility, with that project's budget set at $2.9 million.
