The City of Orillia is asking residents, developers and industry professionals to weigh in on updated rules that will govern how infrastructure, roads and utilities are built across the city.

The city has released a revised version of its Engineering Design Criteria (EDC) and will accept comments until Oct. 31, 2026, according to a City of Orillia notice. The updated criteria are scheduled to take effect Jan. 1, 2027.

What the update covers

The city said it updated the EDC to align with current practices, standards, regulatory requirements and guidelines for infrastructure construction and asset management.

The document is meant to guide developers, planners, engineering consultants and utility providers working on projects in Orillia. Its purpose, the city said, is to make sure construction projects meet municipal requirements for infrastructure, roads and utilities while supporting safe and sustainable development.

The draft criteria are split into five sections: general guidance, stormwater, transportation, wastewater, and water distribution. Each section is posted separately on the city's website for review.

How to comment

Anyone wishing to provide feedback can email the city's engineering staff, the notice said. Comments will be accepted through the end of October.

Once adopted, the updated EDC will not be frozen in place. The city said it plans to continue updating the criteria as needed after the Jan. 1, 2027 implementation date.
