The City of Pickering is now reviewing formal development applications for a proposed residential common element condominium development consisting of 13 lots for detached dwellings fronting onto two private roads.

The applications — a draft plan of subdivision (SP-2023-04), draft plan of condominium (CP-2023-05) and zoning by-law amendment (A 13/23) — were submitted by 869547 Ontario Inc., according to a notice posted on the City of Pickering website.

The City emphasized this is not an approved project. Pickering is mandated to accept and process every development application it receives, and staff will review the proposal and evaluate its merits and suitability, including public input provided through public meetings and written correspondence.

What is being proposed

The applicant's proposal remains the same as outlined during the pre-submission review: a residential common element condominium development of 13 lots for detached dwellings fronting onto two private roads.

One private road would have access from the north side of Fifth Concession Road, while the second would have access from the east side of Sideline 4. The balance of the lands not used for residential purposes is proposed to be open space.

The purpose of the proposed zoning by-law amendment is to rezone the property to an appropriate zone category and establish site-specific zoning standards to enable the development.

Background and timeline

A public open house was held on Wednesday, March 27, 2024, at the Pickering Museum Village. The applicant submitted pre-submission supporting documents in December 2023 and filed its first formal submission of supporting documents in October 2025, following comments received through the pre-submission review process.

The City is welcoming feedback on the development proposal. Residents can submit comments to be considered as part of the review, and the City uses that information to notify people of future meetings regarding the proposal.
