A 12-storey residential building with 144 dwelling units is being proposed for 1 Griffith Street in Welland, and residents will get their first chance to weigh in at a public meeting next month.

The developer, represented by Upper Canada Consultants on behalf of 1435587 Ontario Inc., has filed complete applications to rezone and redesignate the property, according to a City of Welland notice.

The land is currently zoned Site-Specific Residential High Density (RH-64) under Zoning By-law 2017-117. The applicant is asking to change that to Site-Specific Downtown Mixed Use Centre (DMC), along with a series of site-specific provisions.

Those requests include not requiring commercial uses on the ground floor, allowing the loading space to be located away from the building, and permitting parking spaces between the building façade and the street line, provided they sit at least 1.3 metres from the street line. The applicant also wants a below-grade parking structure allowed within 0.5 metres of any lot lines, a maximum front yard setback of 17.2 metres, and permission for the building to reach 12 storeys.

A companion application would redesignate the property from Special Policy High Density Residential to Special Policy Downtown, with a special policy permitting the 12-storey height.

If approved, the building would include 144 dwelling units, 146 parking spaces, two barrier-free spaces and 36 bicycle parking spaces.

How to participate
