The Halton regional chair will be absent from the October 26 ballot, ending residents' direct choice of the person who heads Regional Council for the coming term. The appointment framework arrives as households face separate increases for regional property taxes and water services.
Halton's official election page confirms that no chair nominations can be accepted. Voters can still choose a local mayor and regional councillor for representation on Regional Council.
Halton regional chair: a different selection process
Gary Carr remains listed as the chair of the outgoing council, whose term ends November 14. The election archive records his 2022 victory with 51,776 votes, compared with 35,830 for Jane McKenna and 20,276 for Andréa Grebenc.
A June 29 appointment notice sets out the province's intention to choose Halton's chair for 2026–2030. Applications closed July 13 at 11:59 p.m. The notice called for regional voting eligibility and council eligibility, with shortlisted applicants to be interviewed by the ministry.
The change does not make every appointment automatic. Under the legislation, council must appoint a chair at its first meeting unless the minister has already done so. The minister retains the power to remove and replace a chair.
The new legal framework expands the head of council's authority over budgets and some senior staffing decisions. Certain by-laws tied to prescribed provincial priorities can pass with support from more than one-third of all council members. That is not a general power to pass any by-law. Council retains amendment and veto-override roles under the statutory process.
Keep tax impact separate from spending growth
Halton's approved-budget page records council approval on December 10, 2025. It reports a combined 4.6 per cent regional-and-police property-tax increase for 2026. The component impacts are 3.3 per cent for regional services and 6.4 per cent for police; these are weighted components, so adding them together would be incorrect.
Water and wastewater rates rose separately by six per cent. The tax figure is also distinct from the total household property-tax change once a local municipality's budget and education taxes are included.
The 2026 budget book prepared for council consideration presented, in its opening financial summary, approximately $1.5 billion in combined regional and police operating funding. That is a budget figure, not a report of payments already made.
Among the approved plan's investments are an additional $8.6 million for water and wastewater state-of-good-repair work, bringing that allocation to $155.2 million, and $3 million for added paramedic staffing and relief hours. Those allocations give residents specific commitments to track rather than treating a headline tax percentage as the whole story.
Ontario says the changes are intended to speed up decisions and align regional work with housing and infrastructure priorities. The Association of Municipalities of Ontario opposes provincial appointment, arguing that local leaders should answer to local voters.
Halton's elected mayors and regional councillors remain part of the governing body. The accountability test is how they scrutinize the chair's proposals and publish the reasons for amendments, vetoes and final decisions. Appointment changes the link to voters; it does not establish, by itself, that services will improve or costs will fall.
